Sofortiger Abschiebestop nach Togo!
Sofortige Beendigung der Kollaboration zwischen deutschen Behörden und
Vertretern des togoischen RPT-Regimes!

Mitteilung an die Presse und an die Öffentlichkeit

Heute fand der zweite und vorerst letzte Tag der Zwangsvorführungen von togoischen Flüchtlingen zur Identitätsüberprüfung und Vorbereitung zur Ausstellung von Paßersatzpapieren zwecks Abschiebung im Landesamt für Flüchtlingsangelegenheiten in Horst (Mecklenburg-Vorpommern) statt. Ein massives Polizeiaufgebot sicherte rundum die ehemalige NVA-Kaserne, die gleichzeitig Flüchtlingsunterkunft ist. Zwei Botschaftsvertreter, des seit über 38 Jahren herrschenden RPT-Regimes in Togo, führten zusammen mit
Angestellten des Landesamtes die durch deutsche Amtshilfe erzwungenen Interviews durch. Togoer und Togoerinnen aus Mecklenburg-Vorpommern und Niedersachsen wurden teilweise in Polizeitransportern, teilweise in Reisebussen nach Horst gebracht. Laut Aussagen des Leiters des Landeamtes wurden in der auf zwei Tage angesetzten bundesweit koordinierten Aktion 121 Personen zwangsvorgeführt. Dem entgegen sprechen togoische Exiloppositionelle von wesentlich mehr Personen. Dafür spricht auch, dass mindestens ein vorgeführter Flüchtling berichtete, dass er keine Ankündigung bzw. Vorladung bekommen habe, aber trotzdem gezwungen wurde, in den Transporter vor seiner Asylunterkunft einzusteigen. Alle weiteren Personen konnten nach ihrer Vorführung nicht mehr an Protesten vor dem Landesamt teilnehmen, wurden somit als Gefangene des Landesamtes behandelt und in ihre
jeweiligen Unterkünfte abtransportiert. Auch während der Wartezeiten durften sie nicht vor das Tor zum Protest ihrer Freunde und Landsleute.

An beiden Tagen protestierten ca. 50 togoische Regimegegner und einige UnterstützerInnen gegen die Kollaboration der deutschen Behörden mit dem RPT-Regime. Insbesondere nach der Wahl-Farce vom 24.April wird von togoischen Militärs und Milizen eine extreme Verfolgungskampagne durchgeführt.
Mehrere hundert Tote, tausende Verletzte, Verschwinden lassen, Vergewaltigungen haben dazu geführt, dass über 30.000 Menschen nach Benin und Ghana geflohen sind.
Die togoische Menschenrechtsorganisation (LTHD) und auch amnesty international beschreiben die Situation als dramatisch und anhaltend. Aus Benin zurückkehrende Flüchtlinge sind ebenfalls angegriffen worden. Während in deutschen Regierungskreisen die Lage in Togo als „gespannt, aber ruhig“ bezeichnet wird, drücken die Berichte von
Menschenrechtsorganisationen und Aussagen von Flüchtlingen aus, dass niemand, der nicht zum RPT-Regime gehört, vor den nächtlichen Streifzügen der Milizen sicher sein kann.

Die togoischen Flüchtlinge, deren Abschiebungen durch die Innenministerien der Länder und des Bundes vorbereitet werden, sind großer Gefahr ausgesetzt.
Die deutsche Regierung verletzt internationale Flüchtlingsschutzabkommen, wenn nicht ein sofortiger Abschiebestopp nach Togo ausgerufen wird. Der Protest gegen die bis 13.30 Uhr stattfindenden Zwangsvorführungen wurde am heutigen 02. Juni bis 14.30 Uhr, vor der eigentlich als zentrale Aufnahmestelle (ZASt) für Asylbewerber des Landes Mecklenburg-Vorpommern fungierenden Flüchtlingseinrichtung, fortgesetzt.

Die Forderungen sind:
- Eine den Realitäten entsprechende veränderte Lageeinschätzung durch das Auswärtige Amt
- Der sofortige Abschiebestopp nach Togo
- Die sofortige Beendigung der deutschen Kollaboration mit dem RPT-Regime

- Karawane für die Rechte der Flüchtlinge und MigrantInnen

- l´arret general et immediat des deportations vers le togo
- L´arret de la collaboration de l´Allemagne et la representation de la dictature RPT a Berlin et la dictatur elle meme au Togo.
- L´arret de la prolongation du jeux dictatorial RPT au Togo
- Et droit de sejour pour les persecutes des regimes de dictature(le cas du Togo)

Demand de un activist pour les droits des hommes

Voici mon message:

Aux Autorités Allemandes chargées des affaires de réfugiés,

Nous avons le regret de constater que malgré la situation politique hautement inflammable au Togo, les Autorités allemandes chargées des affaires de réfugiés continuent à programmer des déportations de Togolais. Vous n’êtes pas sans savoir que la violence a atteint un niveau très élevé dans ce pays au lendemain de la mort du Président défunt Gnassingbé Eyadema (Paix à son âme et que la terre lui soit légère).
L’Allemagne n’est pas seulement un témoin oculaire des violences au Togo car l’incendie de son centre culturel (l’Institut Goethe) quelques jours après l’élection présidentielle du 24 avril
dernier, en fait une victime. C’est le lieu de souligner la haine du Parti RPT contre toute personne et toute institution qui apparemment à ses yeux n’approuve pas sa stratégie de maintien du pouvoir.

Sans détour, les attaques à domicile se poursuivent de telle manière que le coordinateur de la coalition des partis de l’opposition radicale Maître Yaovi AGBOYIBO annonçait sur les ondes de RFI le jeudi 13 mai qu’ils ont mis à la disposition de la population togolaise deux numéros de téléphone (que je suis en mesure de vous communiquer) afin qu’elle puisse les alerter si quelqu’un constate que son voisin est en danger.
Sans chercher aller trop loin, vous êtes bien informé de ce qui est arrivé à l’ex-Premier AGBEYOME Kodjo, réfugié en France, qui s’est donné la latitude d’expérimenter le stratagème des autorités togolaises : il est arrêté à la frontière du Bénin et directement jeté en prison à son arrivé au pays. Fort de ces preuves, nous venons vous proposer de bien vouloir suspendre les déportations de réfugiés vers le Togo quelque soit leur cas. Car la vie a un sens et nos actions doivent être guidées par ce sens. Les autorités togolaises ne savent pas passer de l’éponge sur les affaires de réfugiés. De grâce, notre souhait est que l’être humain soit la préoccupation centrale et qu’il prévale au-dessus de tout.

Nous espérons que notre proposition retiendrait votre attention pour prévaloir la dignité humaine.

Press release after forced presentation of Togolese refugees in Horst/ Mecklenburg-Vorpommern

Immediate deportation stop to Togo!
Immediate stop of collaboration between German authorities and representatives of the Togolese RPT-Regime!

Message to the media and the public

Today the second and - for the time being - last day of forced presentation of Togolese refu-gees for identity verification and for the preparation of substitute passports for deportation took place at the seat of the regional authority for refugee affairs (Landesamt für Flüchtling-sangelegenheit). Massive police presence secured the former barracks of the National Peo-ple’s Army (NVA) which now serves as an accommodation for refugees. Two representatives of the embassy of the RPT-regime in Togo being in power now for 38 years executed the interviews together with employees of the regional authority. The interviews have been en-force through German administrative assistance. Togolese people from Mecklenburg-Vorpommern and Lower Saxony were moved partly in police transporters, partly in coaches to Horst. According to the director of the regional authority, 121 persons were forced to pre-sent themselves in the nation-wide coordinated two-day action. Togolese exile opposition members refer to considerably more persons. This is supported by the report of one refugee, forced to present himself, stating that he had neither received information nor a summoning in advance. In spite of this, he was forced to enter the transporter in front of his asylum ac-commodation. The affected persons were not able to take part in the protest in front of the seat of the regional authority after their forced presentation. They were thereby treated as captives of the regional authority and moved back to their accommodation quarters. During the waiting period, they were not allowed to join their friends and fellow countrymen in front of the gate.

During both days, around 50 Togolese regime opponents and some supporters protested against the collaboration of German authorities with the RPT-regime. Especially since the election mockery of April 24th, the Togolese military and militias have embarked on an ex-treme persecution campaign. Several thousands dead, thousands injured, disappearances and rape have resulted into the flight of 30,000 people to Benin and Ghana. The Togolese human rights organisation (LTHD) and also amnesty international describe the situation as dramatic and ongoing. Refugees returning from Benin have also been attacked. While the German government describes the situation in Togo as tensed but calm, reports of human rights organisations and refugees show that persons not belonging to the RPT-regime are not safe from the nightly raids of the militias.

Togolese refugees, whose deportation is being prepared by the ministries of internal affairs of the states (Länder) and by the federal ministry, are exposed to extreme danger. The Ger-man government violates international refugee protection agreements if they do not declare a immediate deportation stop to Togo. Today, the protest against the forced presentation pro-ceeding until 1:30 pm continues in front of the central reception place (ZASt) for asylum seekers of Mecklenburg-Vorpommern.

The demands are:
· A change of the evaluation reports of the Federal Foreign Office according to the re-alities
· An immediate deportation stop to Togo
· An immediate stop of German collaboration with the RPT-regime
