The VOICE Refugee Forum celebrates its tenth anniversary with a Congress and Concert in Berlin from 13th – 16th October 2004

10 Years of Refugee Selforganisation and Active Protest against Repression

International speakers on human rights, a four day’s congress with the participation of numerous refugee and migrant organizations and a solidarity concert by the famed The Brothers Keepers will mark the celebrations of the ten years anniversary of the refugee selforganisation The VOICE Refugee Forum. The congress will take place from 13th to 16th October in Mehringhof, Berlin, Gneisenaustr. 2a in the School of Adult Education.

On Thursday, 14th October, the South African former anti-apartheid activist Thembe Mhbele, now Secretary general of the Anti-Privatization Forum, leading social movement in South Africa, will share his experiences of resistance against Apartheid then and the effects of globalisation now.

Also on the 14th October, Israeli peace activist Miri Weingarten, member of “Physicians for human rights” and founding member of “Ta’ayush”, an arab-jewish group against the occupation, will elaborate on the construction of the Apartheid Wall in Israel. Several refugee activists will speak on the campaign of civil disobedience against Residenzpflicht.

A discussion regarding how to bring the German government to the European Court of Human Rights for the human rights violations associated with the Residenzpflicht Law will be led by Dr. Nuala Mole from London, director of the Centre for Advice on Individual Rights, on Friday, 15th October.

On Saturday, 16th October, the perspectives of international solidarity in the self-organisation of refugees and migrants will be the main focus of the discussions. There will also be the presentation of the Anticolonial Conference that will take place in Berlin from 11th to 15th November 2004.

To close the congress on Saturday evening Bantu, D-Flame, Torch and ONO, renowned musicians of The Brothers Keepers will perform a solidarity concert in the SO36 (Oranienstr. 190, Kreuzberg; U-Bahn Görlitzer Bahnhof).

A press conference with Thembe Mbele from South Africa and Cornelius Yufanyi of The VOICE Refugee Forum as well as a member of the congress support group of the Columbians in Exile will be held in the 3rd floor of Mehringhof school for Adult Education at 11 am on Wednesday, 13 October 2004.

In the congress, there will be contributions of the following groups amongst others: ADA/Türkei Zentrum, Refugee Initiative Brandenburg, Colombia in Exile, Refugee Emancipation, RESPEKT, Women in Exile, Kanak Attak, Philipinian Migrants, Caravan for the rights of refugees and migrants, (Hamburg and Bremen), Tayad Committee and Perspective Togo.

A STRUGGLE FOR DIGNITY AND THE RIGHTS OF REFUGEES

The reason for the events is the celebration of the ten years anniversary of refugee self organisation in Germany – a struggle for dignity and human rights for refugees.

It is now ten years ago that The VOICE Africa Forum was founded in 1994 by four African refugees in an isolated former Russian military barrack that was turned into a transit camp for refugees in Mühlhausen in the state of Thüringen, Germany. The purpose of this initial group of asylum seekers was to support the struggle for democracy and against the military dictatorship, in Nigeria, and for the freedom of political prisoners, as well as to offer a platform in the fight for the rights of African refugees in Germany.

Only one of the original founders is still active in The VOICE - two were deported and the third left Germany to avoid certain deportation. So it is no wonder that the struggle against deportation has always been and still is one of the main focusses of the group who fought against the deportation of dozens of refugee activists.

The VOICE, which later changed its name to The VOICE Refugee Forum, was active in several major alliances and actions in favor of refugees' rights: The group led the refugee fight since 1997 to close the notorious refugee lagers in Tambach-Dietharz and Jena Forst both situated in the middle of the forest in Thüringen in the eastern Germany. During the G7 summit 1999 in Cologne activists of the VOICE participated in the Caravan for the rights of refugees and migrants’ 16-day hunger strike of refugees and the occupation of the Green Party office in Cologne.

In 2000 the group organized a ten day international congress for refugees and migrants in Jena with about 700 participants from over twenty countries. Since then, the struggle of The VOICE Refugee Forum against the Apartheid-like Residenzpflicht Law which restrict refuges to their designated districts by the German state has been constant and consistent. Together with the Refugee Initiative of Brandenburg, the VOICE organized the largest self-organized mobilization in German history against the Residenzpflicht Law in Berlin.

More than just to denounce the psychological abuses and the loss of rights associated with this law, which has its legal precedence in a police decree issued in 1938 during the Nazi regime. Several activists of The VOICE Refugee Forum have initiated a campaign of civil disobedience by refusing to pay the fines for having been controlled by the police outside their Landkreis and are now threatened with prison because of this racist legislation.

A CALL TO RESISTANCE

To reflect upon the developments of the last ten years will be one of the aims of the celebratory congress in Berlin. Likewise, the goal of the organizers is to discuss strategies of many more years of resistance against the new foreigner law and the increasing criminalization of refugees and migrants.

Mit internationalen Rednern zum Thema Menschenrechte, einem viertägigen Kongress unter der Beteiligung zahlreicher Flüchtlings- und MigrantInnenorganisationen und einem Solidaritätskonzert von „The Brothers Keepers“ feiert die Flüchtlingsselbstorganisation The VOICE Refugee Forum ihr zehnjähriges Bestehen. Der Kongress findet vom 13. bis zum 16. Oktober in Berlin im Mehringhof, Gneisenaustraße 2a, in der Schule für Erwachsenenbildung statt.

Am Donnerstag, den 14. Oktober, berichtet Thembe Mbele aus Südafrika, der frühere Anti-Apartheid-Aktivist und jetzige Generalsekretär des Anti-Privatisierungsforums, der führenden sozialen Bewegung in Südafrika, über seine Erfahrungen im Widerstand gegen die Apartheid damals und gegen die Effekte der Globalisierung heute.

Ebenfalls am 14. Oktober wird die israelische Friedensaktivistin Miri Weingarten, Mitglied der Organisation „Ärzte für Menschenrechte“ und Gründungsmitglied von „Ta’ayush“, einer arabisch-jüdischen Gruppe gegen die Besatzung, in ihrem Beitrag auf den Bau der Apartheid-Mauer in Israel eingehen.
Einige Flüchtlingsaktivisten informieren über die Kampagne des Zivilen Ungehorsams gegen die Residenzpflicht.

Die Frage, ob und wie die deutsche Regierung wegen der Menschenrechtsverletzungen im Zusammenhang mit der Residenzpflicht vor den Europäischen Gerichtshof für Menschenrechte gebracht werden kann, ist am Freitag, den 15. Oktober, Gegenstand einer Diskussion mit Dr. Nuala Mole aus London, der Direktorin des dortigen Beratungszentrums für individuelle Rechte.

Am Samstag, den 16. Oktober stehen die Perspektiven der internationalen Solidarität in der Selbstorganisation von Flüchtlingen und MigrantInnen im Zentrum der Diskussionen.
Außerdem wird die Anticolonial African Conference, die vom 11. bis zum 15. November 2004 in Berlin stattfinden wird, vorgestellt.

Zum Abschluss des Kongresses geben am Samstag Abend Bantu, D-Flame, Torch und ONO, namhafte Musiker von den „The Brothers Keepers“ ein Solidaritätskonzert im SO36 (Oranienstr. 190, Kreuzberg; U-Bahn Görlitzer Bahnhof).

EIN KAMPF UM WÜRDE UND FÜR DIE RECHTE DER FLÜCHTLINGE

Der Anlass für die Veranstaltungen ist die Feier des zehnjährigen Bestehens einer Selbstorganisation von Flüchtlingen in Deutschland – eines Kampf um Würde und Menschenrechte für Flüchtlinge.

Vor zehn Jahre wurde The VOICE Africa Forum in Mühlhausen in Thüringen von vier Afrikanern in einer isolierten, in ein Übergangslager für Flüchtlinge umfunktionierten, ehemaligen russischen Militärkaserne gegründet. Ziel der Gründungsgruppe war es, den Kampf um Demokratie und Freiheit der politischen Gefangenen und gegen die Militärdiktatur in Nigeria zu unterstützen und ein Forum für den Kampf um die Rechte der afrikanischen Flüchtlinge in Deutschland zu bieten.

Nur mehr eines der Gründungsmitglieder ist noch immer bei The VOICE aktiv – zwei wurden abgeschoben und ein dritter verließ Deutschland um seiner Abschiebung zu entgehen. Es ist also nicht verwunderlich, dass der Kampf gegen Abschiebung immer einer der Hauptschwerpunkte der Arbeit der Organisation gewesen ist, die sich während ihres Bestehens gegen die Abschiebung Dutzender Aktivisten einsetzte.

The VOICE - die Gruppe änderte später ihren Namen zu The VOICE Refugee Forum – engagierte sich in mehreren Bündnissen und Aktionen zu Gunsten der Rechte von Flüchtlingen: Seit 1997 führte The VOICE den Kampf von Flüchtlingen für die Schließung der berüchtigten Flüchtlingslager in Tambach-Dietharz und Jena Forst an, beide in Thüringen in Ostdeutschland gelegen, jeweils mitten im Wald. Während des Weltwirtschaftsgipfels 1999 in Köln beteiligten sich Aktivisten von The VOICE an dem 16-tägigen Hungerstreik der Karawane für die Rechte der Flüchtlinge und MigrantInnen und der daraus hervorgegangenen Besetzung des Büros der Grünen in Köln.

Im Jahr 2000 organisierte die Gruppe in Jena einen 10tägigen internationalen Kongress für Flüchtlinge und MigrantInnen, an dem etwa 700 Personen aus über 20 Ländern teilnahmen. Seither kämpft The VOICE kontinuierlich und beharrlich gegen das Apartheid-mäßige Residenzpflicht-Gesetz, das den Aufenthalt von Asylbewerbern auf den ihnen zugewiesenen Landkreis beschränkt. Zusammen mit der Flüchtlingsinitiative Brandenburg sorgte The VOICE im Jahr 2001 in Berlin für die größte Mobilisierung gegen das Residenzpflichtgesetz in der deutschen Geschichte.

Einige Aktivisten von The VOICE Refugee Forum begnügen sich nicht damit, die psychischen Misshandlungen und die Verweigerung von Rechten durch dieses Gesetz anzuprangern, dessen juristischer Vorgänger, eine Polizeiverordnung von 1938, aus der Zeit des Nationalsozialismus stammt; sie haben auch eine Kampagne des Zivilen Ungehorsams gegen die Residenzpflicht initiiert. Sie weigern sich nun die Strafen zu bezahlen, zu denen sie aufgrund von Kontrollen durch die Polizei außerhalb ihres Landkreises verurteilt wurden und sind nun in Folge dieser rassistischen Gesetzgebung von Gefängnisstrafen bedroht.

EINE AUFFORDERUNG SICH ZU WEHREN

Die Entwicklungen der letzten 10 Jahre zu reflektieren ist eines der Anliegen des Jubiläumskongresses in Berlin. So ist es auch das Ziel der Organisatoren die Strategien für viele weitere Jahre des Widerstands gegen das neue Ausländergesetz und gegen die zunehmende Kriminalisierung von Flüchtlingen und MigrantInnen zu diskutieren.

From the 13th to the 16th of October, The Voice Refugee Forum and supporting immigrant groups are organizing a congress under the slogan: Unite for Freedom of Movement! The event will take place in the School for Adult Education at Mehringhof. Among other guests, Thebme Mbhele from the Anti-Privatization Forum in South Africa, Nuala Mole from the Center for Advise on Individual Rights of London as well as many international refugee and migrant activists from Berlin, Brandenburg and other parts of Germany will be taking part.

WHO ARE WE?
The VOICE Refugee Forum is a refugee and human rights activist forum fighting for refugee rights in Germany. Four African refugees founded the VOICE in Mühlhausen/Jena-Thüeringen in 1994 after the so called compromise on asylum (Asylkompromiss) of 1993. Due to this ?compromise? substantive refugee right were consecutively dismantled in Germany. It became obvious that refugees and asylum seekers needed an own organization as a platform against human rights abuses. It is our aim to fight against racism and the dehumanizing living conditions to which the German state subjects refugees and asylum seekers. The Residenzpflicht was (re- ) introduced into German law in 1982 in order to constrain the movement of asylum seekers to their district for the period of the asylum procedure ? which can last for many years. Therefore, the Residenzpflicht does not only abolish freedom of movement but also freedom of assembly and speech for refugees.

WHAT ARE THE AIMS OF THIS CONGRESS?
Apart from denouncing human rights abuses of the German state against migrants and refugees and generating public pressure on German authorities, we want to link the struggle of the VOICE to other areas and groups. Also, we want to discuss violations of freedom of movement outside of Germany. Refugees and migrants are subject to different mechanisms of exclusion and regulations like Residenzpflicht and ?illegalization?. However, we both suffer from racist control, we both resist state power and we both fight deportation. We want to overcome the isolation of refugee and migrant spaces to reach solidarity and to add energy to our struggles. We want to take our struggle for freedom of movement on a higher level!

WHY IS IT IMPORTANT TO TAKE PART?
This congress is organised by, from, and for the immigrant community: refugees and the many migrants living here with or without papers. The event is to commemorate the ten year anniversary of The VOICE. The main topics of the congress are: freedom of movement, the restrictions of movement and the consequences of these restriction. Apart from just denouncing the inhuman treatment to which we are subjected as foreigners in Germany, we seek to elaborate proposals and strategies with our own voice and our own decisions in order to resist this situation.

With the congress, The VOICE and the groups that support this event intend to build bridges between the different migrant and refugee communities in Berlin and in Germany, so that we can reflect and discuss in an autonomous manner about the conditions we are forced to live under and collectively look for strategies ourselves, regardless of our status as asylum seekers or migrants with or without papers. We find the current divisions that exist within the migrant community alarming. These divisions are partly due to the different tactics used to isolate us from one another, by employing controls, repression, illegalization, and racist laws intended to fill us with fear; fear of organizing ourselves, fear of coming together and uniting around problems that affect all of us, both here and in our home countries.
Some of us are called refugees which are denied the right to asylum, others of us are considered to be “illegal”, without names or faces, yet others are considered to be conditionally “legal”. We are conscious of the fact that we are already on their list to be deported to the very countries they have destroyed by their unjust economic plans. They sell weapons they sell so-called governments so that they can maintain their repressive stability for the further plundering of our resources, continuous injustice and the repression of our resistance.

For these reasons we are calling on all persons to participate and become involved in the congress. It is of utmost importance for us to convert this celebration of ten years of the Auto-Organization of refugees and those with or without papers into a space where we can meet and look together toward the future, to show our solidarity with one another in our struggle and to find concrete solutions to these very unacceptable situations. Your proposals and participation are not only welcome but urgently needed!

VOm 13. bis zum 16. Oktober organisieren The VOICE Refugee Forum und unterstützende MigrantInnen-Gruppen einen Kongress unter dem Slogan: Gemeinsam für bewegungsfreiheit! Mobilisierung und andere Punkte, die Euch oder eure Gruppe angehen, einleiten. Daher rufen wir Euch zur Teilnahme am Vorbereitungstreffen auf.

Wir wären dankbar, wenn Ihr am Vorbereitungstreffen teilnehmen könntet, da es für uns als Flüchtlinge und MigrantInnen sehr wichtig ist, über unsere Situation zu diskutieren und wie der Kongress als Raum für Begebnund, Diskussion und Selbstorganisation gestaltet werden kann.

WER SIND WIR?
The VOICE Refugee Forum vereinigt Flüchtlinge und Menschenrechtsaktivisten. Nach dem "Asylkompromiss" gründeten 1994 vier Flüchtlinge The VOICE in Mühlhausen/Jena -Thueringen. Aufgrund dieses "Kompromisses" wurden die Rechte der Flüchtlinge in Deutschland nach und nach abgebaut. Es wurde deutlich, dass Flüchtlinge und Asylsuchende eine eigene Organisation als Plattform gegen Menschenrechtsverletzungen in Deutschland brauchen. Wir kämpfen gegen Rassismus und die entwürdigenden Lebensbedingungen, denen Deutschland Asylsuchende und Flüchtlinge aussetzt. Seit 1982 schränkt die Residenzpflicht die Bewegungsmöglichkeiten der Asylsuchenden während ihres oft langjährigen Asylverfahrens auf ihren Landkreis ein. Die Residenzpflicht schafft somit nicht nur die Bewegungsfreiheit ab, sondern auch die Versammlungs- und Redefreiheit von Flüchtlingen.

WAS WOLLEN WIR MIT DEM KONGRESS ERREICHEN?
Abgesehen von der Aufdeckung der Menschenrechtsverletzungen des deutschen Staates gegen MigrantInnen und Flüchtlinge und abgesehen von der Erhöhung des öffentlichen Drucks wollen wir den Kampf von The VOICE mit anderen Bereichen und Gruppen verbinden. Flüchtlinge und MigrantInnen sind unterschiedlichen Ausgrenzungsmechanismen und Gesetzen wie Residenzpflicht und "Illegalisierung" ausgesetzt. Aber wir alle leiden unter rassistischen Kontrollen; wir alle wehren uns gegen staatliche Gewalt und wir alle bekämpfen Abschiebungen. Wir möchten die Isolierung der Räume von Flüchtlingen und MigrantInnen überwinden, um solidarisch mit mehr Energie unsere Kämpfe weiterzuführen. Wir möchten unseren Kampf für Bewegungsfreiheit auf eine höhere Ebene führen

WARUM IST ES WICHTIG, TEILZUNEHMEN?
Dieser Kongress wird für, von und mit Flüchtligen und MigrantInnen organisiert. Der Kongress feiert den 10. Geburtstag von The VOICE. Die Themen des Kongresses sind: Bewegungsfreiheit, Einschränkungen der Bewegungsfreiheit und die Konsequenzen dieser Einschränkungen. Wir wollen nicht einfach die unmenschliche Behandlung, der wir als Ausländer in Deutschland ausgesetzt sind, anprangern. Vielmehr wollen wir mit unserer eigenen Stimme und mit unseren eigenen Entscheidungen Vorschläge und Strategien herausarbeiten, um in dieser Situation Widerstand zu leisten.Durch diesen Kongress wollen The VOICE und die Gruppen, die diese Veranstaltung unterstützen, Brücken zwischen den verschiedenen MigrantInnen- und Flüchtlingsgruppen in Berlin und in Deutschland bauen, damit wir autonom über die Bedingungen, unter denen wir gezwungen sind zu leben, diskutieren können.
Wir finden die gegenwärtigen Spaltungen, die innerhalb der Gemeinschaft der Flüchtlinge und MigrantInnen existieren, alarmierend. Diese Spaltungen gehen auch auf unterschiedliche Taktiken zurück, die eingesetzt werden, um uns voneinander zu isolieren. Dafür werden Kontrollen, Repression, Illegalisierung und rassistische Gesetzte eingesetzt, die uns mit Angst erfüllen sollen: Angst, uns selbst zu organisieren; Angst, zusammenzukommen und uns wegen der Probleme, die uns alle hier und in unseren Herkunftsländern betreffen, zu vereinen. Einige von uns werden Flüchtlinge genannte, denen das Recht auf Asyl verweigert wird. Andere wiederum werden als "Illegale" angesehen, ohne Namen oder Gesichter. Wieder andere werden als "vorübergehend und bedingt Legale" betrachtet. Uns ist bewusst, dass wir bereits auf ihrer Liste zur Abschiebung in diejenigen Länder stehen, die sie durch ihre Wirtschaftsaktivitäten und Waffen zerstört haben. Sie verkaufen Waffen an "Regierungen", damit diese ihre Repressionen für weitere Plünderungen unserer Ressourcen,
Ungerechtigkeit und die Unterdrückung unseres Widerstandes aufrecht erhalten können.
Aus diesen Gründen rufen wir alle auf, am sich einzubringen. Für uns ist es wichtig, den Kongress in einem Raum zu verwandeln, in dem wir uns treffen und gemeinsam in die Zukunft schauen können. Einen Raum, um unsere Solidarität miteinander und in unseren Kämpfen zu zeigen und um konkrete Lösungen für diese vollkommen inakzeptable Situation zu finden. Eure Vorschläge und Teilnahme ist nicht nur willkommen, sondern auch notwendig!

QUI SOMMES-NOUS?

The VOICE Refugee Forum est un forum des activistes qui luttent pour les droits des réfugiés en Allemagne. En 1994, quatre réfugiés africains avaient créé The VOICE à Mühlhausen-Theringen après le “compromis d’asile” (Asylkompromiss) de 1993.
A cause de ce “compromis”, des droits essentiels des réfugiés en Allemagne ont été éliminés. Au cour de ces événements il devenait evident que les refugiés et les demandeurs d’asile ont besoin d’une organisation pour euxmêmes comme plate-forme contre les violations des droits
de l’homme. Ensemble, on lutte contre le racisme et la dégradation des conditions de vie auxquelles les autorités allemandes soumettent les réfugiés et demandeurs d’asile.
La loi de la résidence obligatoire (Residenzpflicht) a été introduite en Allemagne en 1982 afin de limiter le mouvement des demandeurs d’asile à leurs districts adminitratifs pendant les procédures d’asile. Donc, la loi de résidence obligatoire nie la liberté de mouvement des réfugiés et en plus la liberté d’assemblement et d’ opinion.

QUELS SONT LES BUTS DE CE CONGRÈS?

A part de dénoncer les violations des droits de l’homme de l’état allemand contre les immigrés et les réfugiés et de générer la pression publique sur les autorités allemandes,
nous voulons lier la lutte de The VOICE aux autres domaines et avec autres groupes. En plus, nous voulons discuter les violations de la liberté de mouvement hors de l’Allemagne. Les réfugiés et les immigrés souffrent de plusieurs mécanismes d’exclusion et de régulations
comme la loi de la résidence obligatoire et “l’illegalisation“.
Mais nous tous souffrons de contrôles racistes, nous tous résistons au pouvoir de l’état et nous tous luttons contre la déportation. Nous voulons surmonter l’isolation des espaces des refugiés et des immigrés pour établir la solidarité entre nous et pour ajouter notre énergie à nos luttes.
Nous voulons élever notre lutte pour la liberté de mouvement à un niveau plus avancé et plus fort!_

POURQUOI EST-CE QU’IL EST IMPORTANT DE PARTICIPER?

Ce congrès est organisé avec, par et pour les refugiés et les immigrés vivants ici avec ou sans papiers. Cet événement marque la célébration du dixième anniversaire de The VOICE. Les thèmes principaux de ce congrès seront:
liberté de mouvement, les restrictions de mouvement dont font face les immigrés et les conséquences dues à toutes ces restrictions. Il ne s’agit pas seulement de dénoncer le
traitement inhumain dont nous sommes sujets comme étrangers en Allemagne mais aussi d’élaborer avec nos propres voix et décisions des propositions et stratégies afin de résister dans cette situation.
A travers ce congrès, on a l´intention de mettre en place des ponts entre les différentes communautés des immigrés et refugiés à Berlin et en Allemagne afin que nous puissions refléter et discuter sur une base autonome
au sujet des conditions dont nous faisons face, et
collectivement
trouver des stratégies communes, soit que nous sommes demandeurs d´asile ou immigrés, avec ou sans documents. Nous trouvons que les divisions courantes
existant au sein de la communauté des immigrés et refugiés
sont très inquiétantes. Ces divisions sont dues en partie aux différentes tactiques utilisées par l’état allemand afin de nous isoler l´un de l´autre en utilisant les contrôles, répression, illégalisation et lois racistes et en semant la peur pour qu´on ne puisse ni s´organiser, ni s’unir afin de trouver des solutions aux problèmes qui nous affectent tant bien qu´ici que dans nos pays.
Certains de nous sont appelés réfugiés (ceux à qui le droit d´asile a été refusé) et d´autres sont considérés comme en situation illégale sans noms et visages, et d´autres sont considérés comme en situation légale sous réserve conditionelle.
Nous sommes conscients du fait que nous faisons partie de leurs listes de déportation pour les mêmes pays d´origine qu´ils ont détruits par leurs plans économiques injustes et les armes qu´ils vendent à nos soi-disants gouvernements afin qu´ils puissent maintenir la stabilité de la
répression pour mieux exploiter nos ressources et pour perpétuer l´injustice et la répression de notre résistance.
Pour ces raisons, nous demandons à vous tous de participer et de s´engager. Pour nous, il est d´une importance primordiale de transformer ce congrès afin de trouver un espace, où nous pouvons projeter ensemble le futur, afin de présenter notre solidarité dans nos luttes et afin
de trouver des solutions concrètes à ces situations inacceptables.
Vos propositions et votre participation ne sont pas seulement bienvenues mais plutôt indispensables!

Del 13 al 16 de octubre, La Voz – Foro de Refugiados y otros grupos de inmigrantes están organizando un congreso bajo la consigna: ¡lucha por la libertad de movimiento! El evento tendrá lugar en Mehringhof, en la Escuela para la educación de adultos. Entre otros invitados, estarán presentes en el congreso: Thebme Mbhele del Foro-Anti-Privatizaciones de Sudafrica, Nuala Mole del Centro de Consejos sobre los Derechos Individuales de Londres, además de diversos grupos de refugiados e inmigrantes de Berlín, Brandenburgo y otras partes de la Alemania Federal.

Para la reunion preparatoria, quisieramos tener una discusión sobre el programa, la mobilización y cualquier otro asunto que podría ser de intéres de Ud. o su grupo.

Estaríamos muy agradecidos si pudiera asistir a la reunion, debido a que es imprecendible que nosotros como refugiados e inmigrantes nos sentamos a hablar sobre nuestra situación y de cómo convertir el espacio del congreso en uno de encuentro, discusión y la auto-organización.

QUIENES SOMOS?
The VOICE refugee forum está conformado por refugiados y activistas de los derechos humanos. Después del "compromiso de asilo" fueron destruyéndose los derechos de los refugiados en Alemania. Así que en Mülhausen/ Jena - Thüeringen deciden cuatro refugiados crear The VOICE. Era claro que los refugiados y solicitantes de asilo necesitaban alguna organización propia como plataforma en contra de los abusos de los derechos humanos. Nosotros luchamos contra el racismo y las condiciones de vida indígnas que Alemania le ofrece a los refugiados y solicitantes de asilo. Désde 1982 la recidencia obligatoria restringe a los solicitantes de asilo no solo a la oportunidad de movimiento, en su lugar de vivienda sino a la libre expresión y organización mientras su caso de asilo puede durar años. En los últimos años The VOICE ha ganado fuerza y energía gracias al intenso trabajo y esfuerzo para auto organizarse a nivel nacional y local.

QUE QUEREMOS ALCANZAR CON EL CONGRESO?
Aparte de denunciar las multiples violaciones a los derechos Humanos por parte del estado Alemán contra migrantes y refugiados queremos que la lucha de The VOICE se conecte con otros grupos en resistencia. Refugiados y migrantes estámos regidos a través de diferentes mecanismos de represión como la residencia obligatoria y "la ilegalización", pero todos padecemos bajo los mismos controles, todos resistimos ante la violencia estatal y a la vez luchamos contra la deportación. Queremos vencer el apartado lugar que se le ha asignado a los inmigrantes y refugiados, para solidariamente y con mas energía continuar nuestra lucha y elevarla a un alto nivel.

POR QUE ES IMPORTANTE PARTICIPAR?
Este congreso debe ser de, por y para la comunidad de inmigrantes, refugiados y aquellos que no son considerados así, en Alemania. El evento es en conmemoración del décimo aniversario del movimiento la Voz, y tendrá como enfoque principal los temas: libertad y restricción de movimiento, y sus concecuencias. Más que denunciar la inhumanidad del trato que recibimos en Alemania como extranjer@s, buscamos con voz propia elaborar respuestas y estrategias para resistir a esta situación.

Con el congreso, la Voz y los grupos que apoyamos el evento, tenemos como propuesta tender puentes entre las comunidades extranjeras de Berlin y Alemania, para de manera autónoma “reflexionar", concientizar y discutir sobre nuestra condición, ya sea de asilantes, migrantes con papeles o sin papeles; y por medio de la auto-organización crear estrategias de
resistencia colectiva; porque son alarmantes las divisiones que existen entre nosotr@s mismos, divisiones que en parte se deben a las diferentes estrategias gubernamentales, utilizadas para aislarnos un@s de l@s otr@s; por medio de controles, represión, ilegalización y leyes racistas, encargadas de mantenernos con miedo de organizarnos y unirnos en contra de un problema que nos afecta a tod@s y a cada un@, tanto en nuestros paises como aqui mísmo en Alemania.

A much@s nos califican de refugiad@s, a otr@s de ilegales, sin nombre ni rostro, y a otr@s de “legales"condicionados, pero tod@s tenemos en cuenta que por una u otra razon siempre estamos al borde de ser deportad@s a nuestros países, los mismos que estan siendo destruídos con sus planes económicos de desigualdad y con la venta de armas a nuestros gobiernos corruptos, asegurando y patrocinando así su saqueo, la injusticia y la repesión de "la rebeldiá".

Por estas y otras razones, hacemos un llamado a las organizaciones y personas interesadas a participar e involucrarse en el congreso. Creemos que es importante convertir estos diez años de conmemoración en la Auto-Organización de los refugiados, los con y sin papeles; que resisten al racismo y a la exclución, abriendo asi mísmo espacios que no han sido utilizados para encontrarnos y hacernos parte del parcel, en la búsqueda de soluciones concretas a estas situaciones, que son simplemente inaceptables.

Las propuestas, sugerencias y participación son por supuesto no solamente bienvenidas sino necesarias!

Vom 13. bis zum 16. Oktober 2004 organisieren wir einen Kongress, um den 10. Geburtstag von The VOICE Refugee Forum unter dem Motto "Selbstorganisation und Einschränkung der Bewegungsfreiheit" zu feiern. Der Kongress wird im Mehringhof, Schule für Erwachsenenbildung stattfinden.
Die Adresse ist Gneisenaustraße 2a Gneisenaustr. 2a Mehringhof und die U-Bahnstation ist Mehringdamm (U6/U7).

Es ist fast widersprüchlich zu sagen, dass wir zusammenkommen wollen, um den 10. Geburtstag von The VOICE Refugee Forum zu feiern. Obwohl wir stolz sind, in unserem Kampf gegen Abschiebung, Ausgrenzung, Rassismus, Diskrimierung und Paternalismus standhaft geblieben zu sein und an unseren Prinzipien festgehalten zu haben, und obwohl wir weiterhin dem Apartheidsgesetz der Residenzpflicht Widerstand leisten, haben wir leider
im Moment nicht viel zu feiern.

Das liegt daran, dass die Situation in Deutschland, Europa und der Welt insgesamt sich drastisch verschlechtert hat und unsere Rechte bis zum Punkt der Nichtexistenz miniert wurden. Es ist außerdem widersprüchlich, weil wir glauben, dass dieser Punkt über Personen und Gruppen hinaus Bedeutung hat und dass dies uns alle sowohl als Problem als auch als Lösung betrifft. Wir sehen den 10. Geburtstag von The VOICE nicht nur als Anlass zum Feiern, sondern auch als Zeitpunkt der Reflektion, Selbstkritik und der Suche nach einem Weg nach Vorne inmitten der sich verschlechternden Situation. Wir sehen dies als Möglichkeit, zusammen zu kommen, einander zuzuhören und zu überlegen, welche Möglichkeiten es gibt, gemeinsam die zunehmenden Probleme zu konfrontieren.

Wie wir alle wissen, ist die gegenwärtige Situation mittlerweile alarmierend. Sie haben eben jene Basis ihres eigenen demokratischen Prozesses zerstört und uns als erste kriminalisiert und zum Sündenbock gemacht. Ohne Rechte und ohne offensichtliche Möglichkeiten, diese Situation zu ändern, hat jeder verängstigt und ist paralysiert. Wir sind kaum in der Lage, uns selbst gegen die Anschuldigungen zu verteidigen; noch weniger, Veränderungsvorschläge zu machen.

Diese Einladung ist ein Appell an alle Gruppen, andere zu mobilisieren, sich zusammen hinzusetzen und unsere gemeinsamen Probleme zu diskutieren. Wir können nicht weiterhin unser eigener Feind sein. Wir können nicht in diesem Zustand der Hilflosigkeit und Isolation weiterleben. Wir können nicht weiter Opfer sein, die nur zusehen oder zu wenig tun, um unsere Situation zu ändern. Wir sind nun mehr als je bedroht. Das neue Einwanderungsgesetz, die Kriminalisierung von Migration und Protest, der ökologische Kollaps, die vorgeschlagenen Lager in Afrika, Kriege in all unseren Ländern und Hunger, dies sind alles unheilverkündende Zeichen, was für uns noch bereits steht. Wir laden alle MigrantInnen und Flüchtlinge, die sich wehren und für ihre Rechte aufstehen wollen, ein, am Kongress mit Vorschlägen und Diskussionen teilzunehmen.

Alle Kosten für Flüchtlinge werden vom Kongress übernommen. Jedoch hat der Kongress bisher nur wenig Geld, von dem wir soviel wie möglich für Transport bereitstellen müssen. Das heißt, dass wir fast kein Geld für Unterkunft und Essen haben. Falls ihr uns helfen könnt, ein Essen während des Kongress zu organisieren, wären wir sehr dankbar. Ebenso fehlen uns noch Unterkünfte. Wenn ihr also Schlafplätze habt, bitte kontaktiert uns. Je mehr wir selber organisieren und unsere eigene unabhängige Struktur aufbauen können, desto besser für uns.

Zum Schluss ist es wichtig, dass ihr eure Teilnahme am Kongress und die Anzahl der Teilnehmenden bestätigt. Das ist für uns der einzige Weg, auf dem wir einigermaßen die Menge an Essen und Schlafplätzen kalkulieren können.

Greetings of Solidarity!

From the 13th to 16th October, 2004 we are organizing a Congress to mark the Ten Years anniversary of The VOICE Refugee Forum under the Motto: Self Organisation and Restriction of Movement. The Congress will take place in Mehringhof, in the School of Adult Education. The address is Gneisenaustr. 2a in Mehringhof and the U-Bahn station is Mehringdamm (U7/U6).

It is almost contradictory to say we would like to come together to celebrate the tenth anniversary of The Voice Refugee Forum. Though we are proud to have maintained consistency in our struggle and in our engagement against deportation, exclusion, racism, discrimination and paternalism while remaining true to our principles and though we continue to resist the Apartheid Residenzpflicht Law, unfortunately we do not have much to celebrate at this moment.

This is because the situation in Germany, Europe and the world at large has become drastically worse and our rights have deteriorated to point of non-existence. Contradictory also because we are convinced this is an issue that goes beyond persons and groups, which affects us all both in terms of the problems and in terms of the solutions.

More than a celebration however, we see the tenth year anniversary of The VOICE as a time of reflection, self-criticism and the search for a way forward in the midst of this worsening situations. We see this as an opportunity to come together, listen to each other, and see what possibilities exist for collectively confronting our increasing problems.

As we all know, the situation has reached alarming proportions. They have destroyed the very basis of their own democratic process and made us the first to be criminalized and made scapegoats. With no rights and almost no visible possibilities to change this situation, virtually everyone has reached a state of fear that is paralysing. We are hardly capable of defending ourselves from the accusations; much less make proposals for change.

This invitation is a plea to all groups, to mobilise others, sit down together and discuss our common problems. We cannot continue to be our own enemy. We cannot continue any longer in this state of helplessness and isolation. We can no longer continue to be victims, doing nothing or too little to change our situation.

We are threatened now more than at other time in recent memory. The new foreigners' law, the criminalization of migration and protest, environmental collapse, the proposed lagers in Africa, wars throughout our countries and hunger, all ominous signs of what is in store for us. We invite all migrants and refugees who disagree and are willing to stand up for their rights to participate in the Congress with proposals and discussions.

Please note that all costs for refugees are to be taken over by the Congress. Nevertheless, the Congress has very little money, of which we are trying to dedicate a large part to transportation. This means we have almost no money for food or housing. If you or your group could help organize one meal during the Congress we would be extremely grateful. Likewise, we are still short on accommodations, so if you have places where people can sleep, please get in contact with us. The more we can self-organize ourselves and create our own independent structure the better off we are.

Finally, it is very important that you confirm your participation in the Congress as well as the number of participants. This is the only way we can fairly calculate how much food and how many sleeping places we really need. We hope to see you in the Congress. A partir du 13 jusqu´au 16 octobre 2004 , nous organisons un congrès marquant les 10 ans du The Voice Refugee forum sous le mot d´ordre : Prise d´initiative personnelle et restriction de mouvement. Le congrès aura lieu à Mehringhof, à l´école pour l´éducation des personnes adultes. L´adresse du lieu est :Gneisenaustr. 2a Mehringhof et la station métropolitaine est Mehringdamm (U7/U6).

C´est presque contradictoire de dire que nous voulons nous regrouper afin de célébrer du The Voice Refugee Forum. Quoique nous soyons fiers d´avoir pu maintenir une constance et engagement dans notre lutte contre la déportation, exclusion, racisme, discrimination et paternalisme, cependant restant grippés à nos principes et quoique nous résistons la loi d´Apartheid qu´est la Residenzpflicht, malheureusement nous n´avons pas de quoi nous réjouir en ce moment.

Tout simplement parce que la situation en Allemagne, Europe et le monde entier est devenue de plus en plus dramatique, détériorée allant jusqu´au point de non-retour, de la non-existence. Contrairement aussi compte tenu du fait que nous sommes convaincus qu´il s´agit de quelque chose allant transcendant la question humaine et de groupes, qui nous affectent tous se referant aux problèmes et solutions.

Au-delà de l´aspect de la célébration, nous percevons ce 10ème anniversaire comme temps de réflexion, critique intérieure et personnelle et de forger un chemin dans l´optique d´une solution dans un environnement aux conditions de plus en plus déplorables. Ceci est pour nous autres l´opportunité de se regrouper afin de s´écouter mutuellement et de voir quelles possibilités existantes pour pouvoir confronter en groupe les problèmes grandissant qui nous pendent sur la tête comme une épée de Damoclès.

Comme nous le savons tous, l´état de la situation est tellement alarmante .Ils ont même détruit les bases fondamentales de leur processus démocratique en nous rendant comme les premières victimes de leur criminalisation et boucs émissaires. Sans droits et sans objectifs réels afin de donner une autre chance à notre condition, poussant tout le monde à une psychose paralysante. Nous sommes généralement incapables de nous défendre des différentes accusations ; et moins encore apporter des idées pour un changement.

Cette invitation est un appel à tous les groupes, afin de mobiliser quiconque, s´asseoir ensemble afin de discuter de nos différents problèmes.

Nous ne pouvons pas continuer à être nos propres ennemis. Nous ne pouvons plus continuer dans cet état d´incapacité et d´isolation. Nous ne pouvons plus continuer à être victimes ne pouvant pas faire quelque chose ou alors peu afin de changer la situation.

Nous sommes de plus en plus en danger que de par le passé. La nouvelle loi sur l´immigration, la criminalisation de la migration et la protestation, la chute de l´état de l´environnement, la proposition des camps en Afrique , guerres dans nos pays et faim, tous les signes dépréciatifs en notre encontre. Nous invitons de ce fait tous les immigrés et réfugiés qui sont contre et se soulèvent contre les lois racistes et sont prêts à lutter pour leurs droits afin de prendre part au congrès par le biais de leurs idées et discussions.

S´il vous plaît prenez en considération que tous les frais de transport seront pris en charge par le congrès. Néanmoins, le congrès a peu d´argent et dont nous dédions l´entièreté pour les frais de transport. Ceci dit nous avons peu de sous pour la nutrition ou accommodation. Si vous et votre groupe pourraient aider à financer un repas par jour durant le congrès, ce serait un grand honneur pour nous. Egalement, nous avons besoin d´accommodation, ainsi si vous avez des places de couchage, n´hésitez pas à entrer en contact avec nous. Plus on s´organise indépendamment afin de créer notre propre espace, plus on est libre de gérer notre propre environnement,structure et espace.

Enfin, il est très important que vous puissez confirmer votre participation au congrès aussi bien que le nombre de participants. C´est le seul moyen pour nous autres de pouvoir calculer de manière juste le nombre de places de couchage et d´assiettes à réserver.

Beschreibung: 1) Den Kampf für Bewegungsfreiheit von Flüchtlingen und MigrantInnen im internationalen Kontext. Durch die Beispiele der Apartheidmauer in Israel, der ehemaligen Apartheidsstrukturen in Südafrika und die Residenzpflicht in Deutschland wollen wir die verschiedenen Mechanismen der Apartheid und Ausgrenzung sowie den Widerstand dagegen diskutieren. Die Arbeitsgruppen werden gemeinsam Perspektiven und Vorschläge diskutieren. 2) Der Film „Der Vierte Weltkrieg“ gibt einen Einblick in die unterschiedlichen Kämpfe vor dem Hintergrund der Effekte neoliberaler Politik in vier Kontinenten. Dieser provozierende Film unterstreicht den Widerstand in Südafrika, Argentinien, Südkorea, Palästina, Italien, Mexico und Nordamerika. Themba Mbhele, Generalsekretär des Anti-Privatisierungsforum, welche als Bewegung in dem Film behandelt wird, wird eine kurze Einführung geben.

Beschreibung: Wir erwarten uns vom letzten Diskussionstag viel. Wir wollen alle Diskussionsstränge, Beiträge und Vorschläge der letzten Tage zusammenbringen, um konkrete Pläne für die Selbstorganisation von Flüchtlingen und MigrantInnen auf verschiedenen Ebenen herauszuarbeiten. Dies soll auch gegenseitige Solidarität nicht nur unter uns, sondern auch mit MigrantInnen und Flüchtlinge von anderen Kontinenten beinhalten. Es wird Informationen über die anhaltende interkontinentale Ausbeutung des Kolonialerbes durch Abschiebung und Lager in Afrika und außerhalb der deutschen/ europäischen Grenzen geben. Wir werden über einen Konferenzvorschlag in Ghana über „Abschiebung und korrupte Kollaboration der Führer der Entwicklungsländer“ informieren. Letztendlich hoffen wir, dass die Teilnehmer des Kongresses Vorschläge für selbstorganisierte Unterstützung gegen unsere Kriminalisierung entwickeln können.

Description:1.To place the struggle for freedom of movement of refugees and migrants in an international context. Through the examples of the Apartheid Wall in Israel, the former Apartheid structure in South Africa and the Residenzpflicht Law in Germany, our objective is to discuss the different mechanisms of apartheid and exclusion and the resistance against it. The workshops will collectively discuss perspectives and proposals. 2.Film: "The Fourth World War" provides an insight into different struggles against the background of the effects of the neoliberal policies in four continents. This thought provoking Film highlights the resistance in South Africa, Argentina, South Korea, Palestine, Italy, Mexico and North America. Themba Mbhele, General Secretary of APF-which is among those movements highlighted in the film, will give a brief introduction.

Description: Our proposal is to have an open space where we can discuss the abuses we are facing and to see how we can develop strategies of mutual solidarity for our struggle against the criminalisation of refugees and migrants, including strategies to adopt in bringing the German government before the European Court of Human Rights. As on Thursday, Friday's workshops will be a reflection of the day's discussions. In the evening, a human rights lawyer will present an overview of the new foreigners' law and its consequences.

Description: Our expectations for the final day of discussions are high. Our objective is to bring together all of the discussions, contributions and the proposals from the previous days in order to elaborate on concrete plans for the self-organization of refugees and migrants on various levels. This should include mutual solidarity not only among ourselves but also with migrants and refugees from other continents. There will be some information on the on going intercontinental exploitation of colonial heritage through deportation and Lagers in Africa and beyond the German/European borders. Information will be presented on a proposed Conference in Ghana on the subject of "Deporation and corrupt Collaboration of Developing country leaders". Finally, we hope that the participants of the Congress are capable of developing proposals for self-organized support against our criminalization.

Description: 1.Placer la bataille pour la liberté de mouvement des réfugiés et émigrés dans le contexte international. A travers les exemples au sujet du mur de l´Apartheid en Israel, l´ancienne structure de l´Apartheid en Afrique du Sud et la loi de la Residenzpflicht en Allemagne,notre objectif est de discuter des différents mécanismes de l´apartheid et l´exclusion et résistance contre cela. Les travaux en atelier se baseront dans son ensemble sur les perspectives et propositions.
2.Film: „La 4ème guerre mondiale “ fournit une vue profonde des différentes luttes dans quatre continents contre les effets des politiques néo-libérales .Ce film profond touche et reflète les résistances en Afrique du Sud, Argentine,Corée du sud, Palestine,Italie, Mexique et Amérique du Nord.

Les travaux en atelier de jeudi et vendredi mettront un accent sur les discussions du jour. Description: Nos attentes au dernier jour des discussions sont tellement hautes. Notre objectif est de rassembler toutes les discussions, contributions et propositions des jours précédents afin d´élaborer sur des bases concrètes pour une organisation indépendante des réfugiés et émigrés à différents niveaux. Ceci devrait comprendre la mutualité pas seulement entre nous, mais aussi avec les émigrés et réfugiés des autres continents. Il y aura quelques informations sur l´actuelle exploitation intercontinentale de l´héritage colonial par le biais des déportations et des camps en Afrique et au-delà des frontières allemandes et européennes. Les informations vous seront passées par le biais d´une proposition de conférence au Ghana sue le thème "Déportation et la corrompue collaboration des leaders des pays développés". Finalement, nous espérons que les participants au congrès seront capables de mettre sur pied des propositions de support pour une prise en charge personnelle contre notre criminalisation.

Descripción: 1. El próposito de estas discusiones es colocar la lucha por la libertad de movimiento de los refugiados e inmigrantes dentro de un contexto internacional. Por medio de los ejemplos sobre el Muro de Apartheid en Israel, la estructura de Apartheid en Sudafrica y la Ley de Residencia Obligatoria en Alemania, aspiramos a juntar los elementos necesarios para, luego en los talleres, discutir de manera colectiva nuestas perspectivas y las propuestas de cómo resistir aquí en Alemania. 2. Película: "La Cuarta Guerra Mundial" nos abre una ventana a distintas luchas en cuatro continentes en contra de las políticas del neoliberalismo. La película tiene como enfoque los movimientos de resistencia en Sudafrica, Argentina, Palestina, Sud Korea, Italia, México y Norte America. Thembe Mbhele, cuya organización se muestra en la película, presentará una breve introducción.

Descripción: Nuestra propuesta es la de mantener un espacio abierto en donde podemos intercambiar informaciones acerca de los abusos que recibimos y ver cómo desarrollar estrategias comunes de solidaridad frente a la criminalización de los refugiados e inmigrantes, incluyendo una campaña para llevar el gobierno alemán frente a la Corte Europea de los Derechos Humanos. Como el día jueves, los talleres del viernes serán una reflección de las discusiones de este día. Por la noche, un/a abogado/a presentará un panorama sobre la nueva ley de extranjería y sus consecuencias.

Descripción: Tenemos muchas expectativas frente al último día de discusiones. Nuestro objectivo es juntar las discusiones, contribuciones y propuestas de los días anteriores para elaborar planes concretos para la auto-organización de los inmigrantes y refugiados. Esto debería implicar no solamente la solidaridad mútua entre nosotros, sino también con refugiados de otros continentes. También habrá información sobre la explotación mundial de la herencia colonial por medio de los lagers en Africa y más allá de las fronteras alemanas o europeas. Asimismo, se presentará información sobre la propuesta de una conferencia en Ghana sobre el tema de las deportaciones y las colaboraciones existentes con los gobiernos corruptos de nuestros países. Por último, esperamos de que los participantes del congreso seamos capaces de desarrollar propuestas para nuestro apoyo mútuo en contra de nuestra criminalización.

The VOICE Refugee Forum wird im Oktober 10 Jahre alt
Veranstaltungen in Berlin – München

The VOICE Refugee Forum feiert 10 Jahre aktiven Widerstand.
The VOICE Refugee Forum, eine Organisation von Flüchtlings - und Menschenrechts -aktivisten, die sich für die Rechte von Flüchtlingen in Deutschland engagieren, wird im Oktober 2004 ihr zehnjähriges Jubiläum feiern.
Die Jubiläumsfeierlichkeiten vom 14. Oktober bis zum 23. Oktober werden von einem zehntägigen Programm aus soziokulturellen und politischen Veranstaltungen in verschiedenen deutschen Städten begleitet. Es werden Workshops, Filme, Ausstellungen, Protestaktionen und Podiumsdiskussionen mit internationalen Menschenrechtsaktivisten, Anwälten, antirassistischen Aktivisten, Flüchtlingen und MigrantInnen stattfinden um ein gemeinsames Netzwerk zu schaffen, das an den Perspektiven unseres Widerstands und unserer Unterstützung für die Kämpfe der Flüchtlinge arbeitet. Einmal mehr werden wir uns auf das Recht der Flüchtlinge auf Bewegungsfreiheit und gegen Ausgrenzung konzentrieren. Vorschläge für ein europaweites Netzwerk für die Abschaffung des Residenzpflicht-Gesetzes werden während der Veranstaltungen von großem Interesse sein.

Gegründet im Jahr 1994 von vier Afrikanern in einer isolierten ehemaligen russischen Militärbaracke in Mühlhausen in Thüringen, die in ein Transitlager für Flüchtlinge umgewandelt wurde, durchlebte die Organisation ihre Höhen und Tiefen. Als „The VOICE Africa Forum“, wie sich die Gruppe ursprünglich nannte, nach Jena zog und dort ein Büro errichtete, wurden sie die erste Anlaufstelle für die meisten Flüchtlinge, die nach Thüringen geschickt wurden. Mit dem Asylkompromiss von 1993, ein tragischer Meilenstein im Abbau der Flüchtlingsrechte in Deutschland, war es klar, dass Flüchtlinge eine Form der Selbstorganisation benötigten, die als Plattform dienen konnte für den Widerstand der Flüchtlinge gegen die offensichtlich rassistischen Gesetze, die in der Abschiebung von Flüchtlingen aus Deutschland ihren Höhepunkt erreichen. Die Gründung von The VOICE war zum Teil eine Antwort auf diese Herausforderung.

Es war das Ziel der Gruppe gegen Diskriminierung und Rassismus zu kämpfen sowie gegen die erbärmlichen und unmenschlichen Bedingungen, denen Flüchtlinge in Thüringen und Deutschland im Allgemeinen unterworfen waren und immer noch sind. The VOICE schuf ein Forum, das es Flüchtlingen aus verschiedenen Ländern ermöglichte ihre Meinungen zu äußern und über ihre Probleme sowohl hier in Deutschland als auch in ihren Heimatländern zu sprechen, die sie zur Flucht veranlasst hatten.

In Jena entwickelten The VOICE bald ihren Ruf bezüglich ihres Antirassismus, da die Gruppe Flüchtlinge informierte und aufklärte, sie mobilisierte und motivierte gegen die rassistischen Gesetze aufzustehen und für ihre Rechte zu kämpfen. In Zusammenarbeit mit verschiedenen Menschenrechtsgruppen und antirassistischen Initiativen und Netzwerken und auch in ihrer tragenden Rolle in der Karawane für die Rechte der Flüchtlinge und MigrantInnen kämpften The VOICE seit ihrer Gründung stets beharrlich gegen Diskriminierung und Rassismus und für die Respektierung der Rechte der Flüchtlinge.

Das Engagement in der Kampagne für die Befreiung der politischen Gefangenen während der dunklen Jahre der Militärdiktatur in Nigeria verlangte eine sehr große Verantwortung von The VOICE als Koordinationsgruppe der Kampagne für Deutschland. Beispielhaft steht hierfür die „Free-Beko-Kuti-Kampagne“. Die Kampagne war insofern erfolgreich, als Beko Kuti, ein renommierter Menschenrechtsaktivist und der Gründungsvorsitzende der „Campaign for Democracy“ (Kampagne für Demokratie) in Nigeria, der 1995 von der nigerianischen Militärdiktatur zu lebenslanger Haft verurteilt wurde, 1997, als er noch im Gefängnis saß, den Menschenrechtspreis der Stadt Weimar gewann und später freigelassen wurde. Der Kampf für die Freiheit der politischen Gefangenen setzte sich aufgrund der Situation in Kamerun fort und geht immer noch weiter. Die verheerenden Auswirkungen der von den westlichen Regierungen gesponserten Diktaturen und der multinationalen Interventionen in unseren Ländern bleiben ein wichtiger Fokus unseres Kampfes für Gerechtigkeit und gegen Unterdrückung. Einige Jahre lang hielt The VOICE jährlich eine Menschenrechtswoche ab um den Tag der Menschenrechte am 10. Dezember zu begehen. Dies bot unterschiedlichen Menschenrechtsaktivisten aus verschiedenen Teilen der Welt die Gelegenheit ihre Tätigkeit vorzustellen und ihre Solidarität mit unserer Arbeit hier in Deutschland zu zeigen.

Das politische Engagement von Flüchtlingsaktivisten wird vom deutschen Staat sehr negativ betrachtet, der von Flüchtlingen erwartet, dass sie dankbar dafür sind, in Deutschland sein zu dürfen und deshalb jede Form von Diskriminierung, Rassismus und Ungerechtigkeit stillschweigend akzeptieren. Es ist daher nicht überraschend, dass Hindernisse auf unserem Weg aufgebaut werden um unser politisches Engagement einzuschränken und uns zum Schweigen zu bringen. Doch wir bleiben unserem Kampf für unsere Rechte verpflichtet und sind entschlossen ihn durchzustehen.

Angefangen bei den mangelnden Rechten für Flüchtlinge auf Bewegungsfreiheit, Rede- und Versammlungsfreiheit bis hin zur immer präsenten Bedrohung durch Abschiebung, gekoppelt mit den Schwierigkeiten, die eine selbstorganisierte Flüchtlingsgruppe in einer sehr konservativen Gesellschaft durchstehen muss, bedeutet all dies, dass The VOICE von Anfang an und zu jedem Zeitpunkt hart um seine Existenz kämpfen musste.

Geplante Veranstaltungen:

Öffentliche Diskussion mit einem Menschenrechtsaktivisten und Kritiker aus der sozialen Bewegung in Südafrika. Er wird über Restriktionen, Repressionen und den Widerstand in den Kämpfen gegen das Pass-Gesetz aus der Apartheidzeit in Südafrika sprechen. Wir werden unsere Erfahrungen austauschen und die Auswirkungen der Apartheid in Südafrika mit denen des Mangels an Bewegungsfreiheit für Flüchtlinge in Deutschland vergleichen.

Öffentliche Diskussionen mit ehemaligen und gegenwärtigen Mitgliedern des Europäischen Parlaments. Da Deutschland das einzige Land ist, in dem dieses Gesetz in Kraft ist, werden wir einige ehemalige und gegenwärtige europäische Parlamentarier einladen, damit sie mit uns über dieses Gesetz diskutieren und Wege ausfindig machen, diese Restriktion abzuschaffen.

Öffentliche Diskussion mit deutschen und internationalen Menschenrechtsanwälten, darunter Nuala Mole, Direktorin des AIRE Centre in London. Sie ist eine erfahrende Anwältin am Europäischen Gerichtshof für Menschenrechte (AIRE – Advice on Individual Rights in Europe – Beratung in individuellen Rechten in Europa). Außerdem werden einige der Anwälte dabei sein, die in den Verfahren wegen Residenzpflicht in Deutschland die Verteidigung übernommen haben.

Diese Diskussionen werden vor dem Hintergrund und mit Blick auf das Selbstengagement und den Widerstand der Flüchtlinge gegen dieses Gesetz und seine Anwendung in den letzten Jahren stattfinden.

Der erste Teil des Programms wird vom Donnerstag, den 14. Oktober, bis Samstag, den 16. Oktober, in Berlin stattfinden. The Brothers Keepers, verschiedene Artisten, die deutschlandweit und international wegen ihres antirassistischen Engagements renommiert, werden mit einem Solidaritätskonzert und einer Soli-Performance am 16. Oktober im SO36, Berlin-Kreuzberg, die Forderung nach Bewegungsfreiheit für alle Flüchtlinge und Asylbewerber in Deutschland unterstützen.

Die öffentlichen Diskussionen mit dem südafrikanischen Aktivisten und Mitgliedern von The VOICE werden in anderen Städten fortgesetzt:
Hamburg 18.10., Bremen 19.10., Bielefeld 20.10., Frankfurt 21.10., Freiburg 22.10., München 23.10., In Jena/Weimar erfolgt neben einem kulturellen Programm und politischen Diskussionen die Auswertung der Veranstaltungen.

Ein detailliertes Programm für die verschiedenen Städte wird bald angekündigt werden.

Anmerkungen und Hintergrund der Kampagne:

The VOICE war immer uneigennützig engagiert und gemeinnützig; es ist nicht nötig zu betonen, dass wir immer mit einem sehr knappen Budget gearbeitet haben mit sehr wenig oder gar keinen Aussichten auf regelmäßige finanzielle Unterstützung. Obwohl uns dies immer große Sorgen bereitet hat, hat es nicht unsere Entschlossenheit gedämpft die Kampagne für Gleichheit und Gerechtigkeit für alle fortzusetzen.

Seit dem Internationalen Flüchtlings- und MigrantInnenkongress in Jena im Jahr 2000, stand The VOICE – unter der Schirmherrschaft der Karawane – immer an vorderster Front in der Kampagne für das Recht der Flüchtlinge auf Bewegungsfreiheit. Die Kampagne gegen das Apartheidgesetz der Aufenthaltsbeschränkung für Flüchtlinge, bekannt als Residenzpflicht, wurde von The VOICE und der Karawane begonnen, als es von der deutschen Regierung und den Behörden als Werkzeug eingesetzt wurde, die Selbstorganisation der Flüchtlinge und die Fortsetzung ihres politischen Engagements zu restringieren. Einige Mitglieder stehen jetzt vor einer Gefängnisstrafe als Ergebnis ihres Widerstands gegen dieses rassistische Apartheidgesetz in Deutschland. (Siehe: www.thevoiceforum.org/residenzpflicht) Viele andere Flüchtlinge sind mit Geldstrafen, Gefängnis oder der Abschiebeandrohung bestraft worden aufgrund einer unvermeidlichen oder beabsichtigten Verletzung des Residenzpflichtgesetzes.

Unsere unablässigen und beharrlichen Anstrengungen in der Kampagne gegen Abschiebung und die unmenschlichen Lebensbedingungen in den Lagern führte zu einer stärkeren Kooperation mit anderen Gruppen, deren politische Schwerpunkte sich in einigen Punkten von unseren unterscheiden mochten. Die Beteiligung von The VOICE in den antirassistischen No-Border-Camps seit 1999 war eine der Vernetzungen mit verschiedenen engagierten Gruppen um den Kampf gegen Unterdrückung und Rassismus voranzubringen und um eine gemeinsame Basis zu finden für unsere gemeinsamen Probleme. Dass das antirassistische Grenzcamp 2002 bei uns in Jena abgehalten wurde, trug zur Stärkung dieser Allianzen bei. Diese wurden auch bei den Aktionstagen gegen das Ausreisezentrum in Fürth im September 2003 evident. Und mit der Anti-Lager-Tour vom 20. August bis zu 5. September 2004 wird diese Kampagne fortgesetzt. (www.nolager.de)

Was ist das Residenzpflichtgesetz?

Eine Vorkehrung im Asylverfahrensgesetz in Deutschland beschränkt die Bewegungsfreiheit von Flüchtlingen auf einen bestimmten Landkreis, wo diese Flüchtlinge untergebracht und gemeldet sind. Unabhängig von den jeweiligen Gründen, können Flüchtlinge diesen Landkreis nur mit einer schriftlichen Erlaubnis der Ausländerbehörde verlassen. Die Bitte um so eine Erlaubnis wird in der Regel willkürlich verweigert. Sofern sie erteilt wird, müssen Flüchtlinge in einigen Fällen von ihren mageren Sozialzuwendungen dafür zahlen. Diese Gesetzesvorkehrung dient in Verbindung mit anderen restriktiven Regulierungen dazu Flüchtlinge zu isolieren und sie sozial von der Gesellschaft auszuschließen. Auf diese Weise ist der Aufenthalt von Flüchtlingen für Jahre auf ein extrem kleines Gebiet beschränkt, häufig in ländlichen und abgelegenen Regionen. Das Residenzpflichtgesetz für Flüchtlinge gibt es nur in Deutschland. Wenn sie der Verletzung des Gesetzes schuldig gesprochen werden, kann es sein, dass sie bis zu 2 500 Euro zahlen müssen oder bis zu einem Jahr lang in das Gefängnis müssen.

The VOICE Refugee Forum, an organisation of refugee and humanrights activists engaged in the fight for the rights of refugees in Germany, will be celebrating its tenth year anniversary in October 2004.

The anniversary celebrations will be marked with a ten-day socio-cultural and political events from Thu. 14th – Sat. 23rd October, 2004 in different Cities in Germany. There will be workshops, films, exhibitions, protests and Podium discussions with international humanrights activists, lawyers, antiracists activists, refugees and migrants for a common platform of networking on the perspectives of our resistance and support for refugee struggles in Germany. Once again, we shall be focusing on the refugee right to freedom of movement and against social exclusion. Proposals for a European-wide network for the abolition of the residence obligation law "Residenzpflicht" for refugees in Germany will be of high interest during the events.

Founded in 1994 by four African refugees in an isolated former Russian military barrack that was turned into a transit camp for refugees in Mühlhausen in the state of Thüringen, Germany, it has been a tale of mixed blessings. Originally starting as The VOICE Africa Forum, it became the first point of call for most refugees posted to the state as it moved and established an office in Jena, Thüringen. With the Asylum Compromise of 1993-a landmark in eroding refugee rights in Germany, it was clear that refugees needed some form of self organisation which would serve as a platform for refugee resistance against the apparent racist laws which culminates in deportation of refugees from Germany. The foundation of The VOICE was in part a response to this challenge.

It was aimed at fighting against discrimination and racism as well as against the deplorable and inhuman conditions which refugees were (and are still) subjected to in Thüringen and Germany in general. It created a platform through which refugees from various countries could air their opinions and speak about their problems both here in Germany and in their home countries which led to their flights. The VOICE has grown in strength since then into a network of satellite stations operating from strategic locations in the north, south, east, and west of the country.

In Jena, The VOICE quickly established a strong reputation in anti-racism as it served to inform and enlighten refugees, mobilised and motivated refugees to stand up against the racist laws and fight for their rights. In cooperation with different humanright groups and anti-racist Initiatives and Networks as well as playing a major role in the Caravan-for the rights of refugees and migrants, The VOICE has remained consistent in its fight against discrimination and racism and for respect of refugee rights since its foundation.

The engagement of The VOICE in the campaign to free political prisoners in the dark years of military dictatorship in Nigeria left it with a huge responsibility as the coordinating group in Germany. This was symbolised by the Free Beko-Kuti Campaign. The campaign was successful as Beko Kuti, a renowed humanrights activist and founding chairman of Campaign for Democracy in Nigeria, who was in 1995 sentenced to life imprisonment by the military dictators in Nigeria was later freed and won the Weimar price for humanrights in 1997 while he was still in the prison. The struggle to free political prisoners continued with the situation in Cameroun which is still on-going. The devastating effects of western governments-sponsored dictatorships and multinational interventions in our countries remain a major focus in our fight for justice and against oppression. For several years, The VOICE held an annual humanrights week to mark and coincide with the International Day of Humanrights on 10th December. This offered various humanright activists from different parts of the world to expose their work here and show solidarity with our course in Germany.

The political engagement of refugee activists is viewed very negatively by the German state who expects refugees to be grateful for staying in Germany and therefore accept all forms of discrimination, racism and injustice in silence. It is therefore not surprising that hurdles are mounted on our paths to restrict our political engagements and to silence us. But we remain committed to the struggle for our rights and are determined to see it through.

From the lack of refugee rights to freedom of movement, freedom of expression and association to the ever-present threat of deportation coupled with the difficulties associated with a self-organised refugee group in a very conservative society meant that The VOICE had to fight hard for its very existence at every stage from the beginning.

Scheduled events...

Public Discussion with: Humanright activist and critic in the social movement from South Africa. He will speak about the restrictions, repressions and the resistance in their struggles against the apartheid pass law in South Africa. We will share our experiences and compare what obtained in apartheid South Africa with the lack of freedom of movement for refugees in Germany.

Public Discussion with: Past and present members of the European Parliament. As Germany is the only country in Europe which operates this law, we will invite some past and present European Parliamentarians to join in this discussions and explore ways for the abolition of this restriction.

Public Discussion with: local and international humanright lawyers. This includes Nuala Mole, Director, The AIRE Centre, London. She is an experienced trial lawyer at the European Court of Humanrights. (AIRE-Advice on Individual Rights in Europe). Others will be some of the lawyers who have litigated the restriction cases in Germany.

These discussions will take place against the background and review of refugee self-engagement and resistance against this law and its implementation since the last several years.

The first part of the programme will start on Thursday the 14th - Saturday 16th October in Berlin. The BROTHERS KEEPERS (with different artists) locally and internationally renowned for its anti-racist engagement will be staging a solidarity concert and performance on Saturday 16th October at SO36, Berlin-Kreuzberg in support for freedom of movement for all refugees and asylum seekers in Germany.

Notes... and Campaign background.

It has been a selfless service and non-profit making organisation, it is needless to say that we have been operating under very tight budgets with very little or no prospects of regular financial support. Although this has been of great concern to us but it has not dampen our resolve to continue the campaign for equity and justice for all.

Since the International Refugee and Migrant Congress in Jena 2000, The VOICE under the auspices of the Caravan has been at the forefront in the campaign for refugee right to freedom of movement. The campaign against the Apartheid Residence Obligation Law otherwise known as the "Residenzpflicht" was started by the The VOICE and the Caravan as it became a tool used by the German government to restrict refugee self organisation and or continue their political engagement. Some members of The VOICE are now threatened and sure to be imprisoned as a result of their resistance against this apartheid racist law in Germany. (See www.thevoiceforum.org/residenzpflicht) Many other refugees have been punished with fines, imprisonment and threats of deportation for unavoidably or deliberately violating the residence obligations law.

Our relentless and consistent efforts in the campaign against deportation and inhuman living conditions of refugees in the camps meant a greater cooperation with other groups whose focus may have been different at some points. The VOICE participation in the Antiracist No-Border Camps since 1999 has been one of networking with different concerned groups to advance the struggle against oppression and racism and finding a common ground for our common problems. Our hosting of the Antiracist Camp in 2002 in Jena was one that served to strengthen these alliances. This was also evident at the Antilager Action days in Fürth, Nürnberg in September, 2003. What is the residence obligation law "residenzpflichtgesetz"?

A provision in the law governing political asylum process in Germany restricts the freedom of movement of refugees to a particular district where such refugees are accommodated and registered. Irrespective of the reasons, refugees can only leave such districts with a written permission by the foreigners‘ office. Request for such permissions are arbitrarily and regularly denied. In some cases when it is given, refugees are asked to pay for it from our meagre social aids. This provision of the law in conjunction with other restrictive regulations serves to isolate and socially exclude refugees from society. Thus, refugees are confined for years on end to an extremely small district, often in rural and remote areas. The residence law for refugees exist only in Germany. If found guilty of violating the law, refugees can be made to pay as much as 2,500 Euros and or be jailed for as much as one year.
